International co-operation

The main place of the Investigative Committee of the Republic of Belarus in international activities is occupied by the matters of interaction with the foreign colleagues in the pre-trial proceedings in criminal cases. It includes provision of various types of legal assistance in criminal cases.

In accordance with the legislation of the Republic of Belarus the Investigative Committee of the Republic of Belarus is defined by one of the competent authorities for the implementation of direct communication with the central, territorial authorities and other states that are parties to a number of international treaties on legal assistance in criminal cases.

Thus, in accordance with the Law dated December 13, 2011 "On amendments and supplements to certain laws of the Republic of Belarus on creation of the Investigative Committee of the Republic of Belarus”, the Investigative Committee of the Republic of Belarus shall be defined by the competent authority, authorized for relations with the competent authorities of the Commonwealth of Independent States in the framework of the Convention on Legal Assistance and Legal Relations in Civil, Family and Criminal Cases dated January 22, 1993, as amended by the Protocol dated March 28, 1997 and the Convention on Legal Assistance and Legal Relations in Civil, Family and Criminal Cases since October 7, 2002.

In addition, the Investigative Committee of the Republic of Belarus is the competent authority for the international treaties in the field of combating crime concluded in the Commonwealth of Independent States.

Participation of the Investigative Committee of the Republic of Belarus in provision of legal assistance is based on international treaties or reciprocity principle. The legal framework for provision of international legal assistance in criminal cases on the basis of the reciprocity principle is defined in Section XV of the Criminal Procedure Code of the Republic of Belarus.

During functioning of the Investigative Committee of the Republic of Belarus, we managed to establish constructive cooperation not only with the law enforcement agencies of CIS countries (the Investigative Committee of the Russian Federation, the Investigation Department of the Russian Ministry of Internal Affairs, the Ministry of Internal Affairs of Ukraine, the Ministry of Internal Affairs of Kazakhstan, etc.), but with our colleagues from other states as well. 

The Investigative Committee of the Republic of Belarus is actively involved in drafting agreements on legal assistance in criminal cases and various aspects of combating crime. The participation of the Investigative Committee of the Republic of Belarus in the meetings of authorized representatives, experts of CIS member states in the development and coordination of a number of draft agreements on international legal cooperation and other within the CIS and the Organization of the Collective Security Treaty, is ensured.

Strengthening of ties with competent authorities of foreign countries largely depended on the efforts to develop inter-agency cooperation with foreign partners.


Thus, during his visit to Minsk the Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin on April 25, 2013 signed an agreement on cooperation between the Investigative Committee of the Republic of Belarus and the Investigative Committee of the Russian Federation. This treaty provides for new forms of interaction, such as: 
  • assistance in training and skills development, including through sending to research and educational institutions; 
  • assistance in carrying out pre-investigation checks; 
  • exchange of professional experience and different information; organization of workshops and consultations on topical issues; 
  • joint research, scientific workshops and conferences, etc. 


The agreement will allow to most effectively protect the rights and legitimate interests of individuals and legal entities, more effectively prevent corruption and crime in all its manifestations.

The Investigative Committee of the Republic of Belarus continues work on establishment of working, business contacts with the law enforcement agencies of foreign countries.
