Railway terrorists case investigation completed

The Main Directorate for Combating Organized Crime and Corruption has completed the investigation of a criminal case against traitors to the Motherland.

According to the investigation, a 29-year-old resident of Svetlogorsk in February of this year proactively joined the BYPOL/mobilization plan "Peramoga" extremist groups and received a task from groups leaders to disable the railway infrastructure in the Gomel region. Administrators of the criminal community sent the man detailed instructions for making tools and techniques of committing crimes, as well as recommendations on conspiracy.

The man kept his head and offered his friends to join the criminal community. Two men (33 and 51 years old) agreed to the dubious offer. In order to motivate them to commit a crime, representatives of extremist groups covered all the expenses for preparation, and deposited money to the e-wallet "for the job done". In total, the accused were paid a bit more than 1,000 rubles.

Having discussed the plan, the group of terrorists distributed roles among themselves, discussed options for conspiracy and escape routes. At the appointed time, on the night of February 28 to March 1, the malefactors, in line with the task received, set fire to a relay cabinet with signalling equipment which ensures the safe passage of pedestrians and vehicles, thus causing the catastrophic risks including trains collapse and death of passengers.

As established during the criminal case investigation, all mentioned was a crime planned to the smallest detail with each person involved having his own "responsible task".

To do the "job", the men took a car of 51-year-old accomplice of the criminal group. In order not to attract attention, the car was left in the nearest village. The driver also stayed there for safety. The young people were walking to the scene of arson. Having done the criminal plan, they returned to the accomplice. After that, the extremists disappeared and tried to take all possible measures to conceal the crime traces.

The investigation established that the criminal actions of the defendants, including those to assist a foreign organization in harming the national security of the Republic of Belarus, is a betrayal of the Motherland - treason.

Thanks to the coordinated and prompt work of law enforcers, the criminal group participants were identified and detained. When conducting investigative actions with the participation of the accused, the investigators were able to restore each minute of the incident, as well as find thrown evidences.

Fortunately, the catastrophe and human casualties as a result of the terrorist attack on the railway were avoided, but the damage caused by criminal actions of the defendants amounted to about 55 thousand rubles.

At present, the members of the criminal group are taking every opportunity to compensate for the damage and cooperate with the investigation.

In the framework of the case, about 20 expert studies were conducted, the conclusions of which confirm the men's involvement in commission of crimes, the accused and witnesses were questioned, the testimony was checked on site.

Following the investigation results, the men were charged under a number of articles of the Criminal Code of the Republic of Belarus:

  • Part 3, Article 361-1 (participation in extremist group);
  • Part 3, Article 289 (act of terrorism committed within organized group, resulting in grave consequences that pose a threat to the death of people and causing bodily harm to them);
  • Part 2.4, Article 309 (intentional disrepair of communication routes, resulting in grave consequences, as well as creating a threat of a crash, accident and loss of life);
  • Part 1, Article 356 (treason).
The men were remanded in custody. The property of the accused was seized for a total amount of more than BYR 57 thousand.

For committing these actions, men may face a severe punishment up to the death penalty.

The investigation of the crime is complete, the case file was forwarded to the prosecutor for submission to the court.
