01.07.2019
The Main Investigative Department of the Investigative Committee has completed the investigation of the criminal case of production and distribution of pornographic materials.

As previously reported, employees of the General Directorate for Drug Control and Counteracting Human Trafficking of the Ministry of Internal Affairs of Belarus, as a result of checking information provided by their Ukrainian colleagues, established the involvement of a 40-year-old Minsk citizen, head of a department of one of the capital’s organizations, in the production, advertising and distribution of pornographic materials featuring the minors.

During the investigation of the criminal case, it was found that since 2012, the man has repeatedly produced and distributed pornographic photo and video materials using the Internet. According to the information available to the investigative authorities, the accused has regularly visited closed Internet forums specializing in the sale of illegal content, including child pornography, since 2007.

Also, the man was engaged in the creation of scenarios of pornographic films. According to these scenarios, a couple from Ukraine since 2016 had been making photographic images and video clips with the participation of their young daughter, who at the time of detention of the spouses in 2018 was five years old. Thereafter, the captured photos and videos were placed on specialized sites for the purpose of their sale.

To ensure conspiracy during settlements, the accused used crypto currency. As a result of illegal actions, the man received an illegal income in the amount of not less than 6,600 rubles in equivalent.
The investigators analyzed the contents of computer equipment and electronic storage media seized during the search at the place of residence of the accused. Despite the measures taken by the man to destroy the traces of criminal activity, during the investigation the necessary evidence was obtained confirming his involvement in the commission of unlawful acts.

As part of the investigation, investigators interacted with law enforcement officers from Ukraine and Australia. It was the initial information of Australian colleagues that became the basis for exposing a number of child pornography producers around the world.

Within the framework of the investigation of the criminal case, the State Forensic Examination Committee (SFEC) specialists conducted a number of examinations, including psychological-psychiatric and sexological expertise. According to their conclusions, the man does not suffer from mental disorders, he could be aware of the actual nature and social danger of his actions.

The actions of the accused are qualified under Part 2 of Art. 343 (production and distribution of pornographic materials), Part 3 of Art. 343-1 (production and distribution of pornographic materials with images of the minor and juvenile) of the Criminal Code of the Republic of Belarus. As a preventive measure, remand in custody was applied to him.

The criminal case was transferred to the prosecutor for referral to the court.
