The cycle of practical trainings and seminars on combating child pornography on the Internet is finished in Minsk
During 2019, the Investigative Committee of the Republic of Belarus in cooperation with the UNISEF Representative Office in the Republic of Belarus has organized and held practical trainings and seminars “Combating child pornography on the Internet world network: legal aspects and technical capabilities.”
On October 22, 2019 the final practical training and seminar dedicated to this topic was completed in Minsk. The staff of the Investigative Committee, internal affairs authorities, and the prosecutor’s office of the capital city and Minsk region took part in the event.
While opening the seminar, the Chairman of the Investigative Committee of the Republic of Belarus, Ivan Noskevich, and the Representative of the UNISEF in the Republic of Belarus, Dr. Rashed Mustafa Sarwar spoke.
The Head of the investigative authority noted that in the Republic of Belarus, a system of childhood protection inside the country is created and efficiently operated and is constantly improved taking into account international practices and current issues.
– Life and health of every child is under special protection by the state, – stressed Ivan Noskevich. – However, computer information technology develops so fast that persons accountable for crimes against children on the Internet may often be not only outside our country but on another continent as well.
According to the investigation authority Head’s speech, in this relation, international cooperation in combating child pornography on the Internet world network becomes of particular relevance. This requires collaborate involvement of many of parties concerned, firstly, of law enforcement and other public authorities, non-government and international organizations, and common society.
As the experts of the practical training and seminar topic the following persons spoke to the participants: Lead Investigator for Major Cases of the First Department of the Second Directorate of the General Directorate for Drug Control and Counteracting Trafficking in Human Beings of the criminal police of the Ministry of Internal Affairs of the Republic of Belarus, Dmitry Usarov; Senior Investigator for Major Cases of the Directorate for Practice Analyses Management and Preliminary Investigation Methodological Support of the Central Office of the Investigative Committee of the Republic of Belarus, Galina Suzdaleva; Deputy Head of the Directorate for Practice Analyses Management and Preliminary Investigation Methodological Support of the Central Office of the Investigative Committee of the Republic of Belarus, Yury Kamenetsky, candidate of sciences (Law); Senior Teacher Trainer of the International Training Centre on Migration and Combating Trafficking in Human Beings of the Academy of the Ministry of Internal Affairs of the Republic of Belarus, Viacheslav Stodolnik; Chairwoman of the Non-governmental organization “Businesswomen’s Club”, Larisa Istomova and others.
The experts dedicated their reports to the problems of criminal procedure regulation and forensic support of combating crimes against children on the Internet, issues concerning cooperation of staff of the law enforcement authorities of the Republic of Belarus with their colleagues from other countries, international and non-governmental social organizations. In addition, the technical tools which allow to efficiently detect and solve crimes related to production, storage and distribution of child pornography on the Internet, and which are in possession of the Belarusian law enforcement authorities, have been presented to the participants of the practical training and seminar.
The speeches were met with a strong interest of the audience and had been up for debate during discussions. The experts and participants of the practical training and seminar noted the importance of such events, the benefits of ideas and experience exchange between staff of different law enforcement authorities and other organizations, significance of innovative technologies implementation into investigators’ and detectives’ practice in order to increase efficiency of supporting of security and protecting rights of every child.
